What is a Level 3 Assessor-Appraiser?
In Indiana, a Level 3 Assessor-Appraiser is the highest standard certification for local government assessing officials. It demonstrates advanced knowledge of property valuation, mass appraisal, and assessment administration. Professionals with this credential are qualified to oversee complex assessment work and help ensure taxpayers receive fair and accurate property values.
How do you obtain the certification?
The State of Indiana requires several steps:
Earn Level 2 certification first
Before advancing, an individual must already be certified as a Level 2 Assessor-Appraiser from the Department of Local Government Finance (DLGF)
Complete required IAAO coursework
Candidates must successfully complete five core courses from the International Association of Assessing Officers (IAAO):
• Course 101 – Fundamentals of Real Property Appraisal
• Course 102 – Income Approach to Valuation
• Course 300 – Fundamentals of Mass Appraisal
• Course 400 – Assessment Administration
• Workshop 151 – USPAP (Uniform Standards of Professional Appraisal Practice)
These courses build expertise in valuation methods, mass appraisal systems, and professional standards.
Maintain continuing education
After certification, assessor-appraisers must complete 30 hours of continuing education every two years to keep their credentials current.
Why it matters
This certification ensures assessing officials have the training and knowledge needed to deliver fair, accurate, and transparent property assessments for our community.
